UK Home Office Emergency Services Mobile Communication Programme (ESMCP) joins GCF

GCF and TCCA welcome the Emergency Services Mobile Communication Programme (ESMCP) of the UK Home Office, leading the development of the new Emergency Services Network (ESN) critical communications system in Great Britain, joining GCF as a Mission Critical Communications Operator member.

The Global Certification Forum (GCF) is pleased to announce that the Emergency Services Mobile Communication Programme (ESMCP) of the UK Home Office is joining GCF as a Mission Critical Communications Operator (MCCO) member.

The Emergency Services Network (ESN) critical communications system is the cross-government programme being delivered by ESMCP across Great Britain (England, Wales and Scotland), in partnership with EE/BT and IBM. ESN will enable fast, safe and secure voice, video and data across the 4G network, giving first responders immediate access to life-saving data, images and information in live situations and emergencies on the frontline.

ESMCP is collaborating with user organisations on an ongoing basis to regularly test ESN functionality, in order to prove that ESN will keep both users and the wider public safe in the toughest situations. This will also allow for continuous improvement to meet the evolving needs of emergency service users. This approach will help to build secure and resilient mission-critical communications the emergency services can trust to keep them safe.

In joining GCF, ESMCP emphasises its commitment to the development of standards-based Mission Critical Broadband Services and shaping the future of mission-critical communications. The new membership will provide increased support for the joint GCF-TCCA Certification Program for Broadband Mission Critical Services.

Increased support to GCF Certification from Mission Critical Communications Operators

ESMCP joins GCF as the 6th public safety organisation MCCO member. Together with numerous other companies, these organizations actively participate in the Mission Critical Services Work Stream—an initiative set up by GCF and TCCA to accelerate the market availability of certified, 3GPP standards-based Mission Critical Broadband Services and Devices.

The GCF certification programmes assures device-network and client-server compliance to 3GPP standards for mission critical devices and services, as well as contributing to reducing testing cost and accelerating time-to-market.

About UK Home Office Emergency Services Mobile Communication Programme (ESMCP)

The Emergency Services Mobile Communications Programme (ESMCP) sits within the Home Office and is responsible for delivering the Emergency Services Network (ESN).

ESN will enable fast, safe and secure voice, video and data across the 4G network, giving first responders immediate access to life-saving data, images and information in live situations and emergencies on the frontline.

Investment in ESN will also mean improvements to 4G network coverage, which will allow 999 calls to be made from any 4G enabled mobile phone in some of the most remote and rural parts of Great Britain where it was not previously possible.

ESN will deliver:

  • secure and resilient mission critical communications the emergency services and other first responder communities can trust to keep them safe
  • an updated voice and data platform which will enable the emergency services to improve front-line operations
  • a common platform to enable emergency services to work more closely together for data sharing in emergencies
