GCF Membership
GCF has four membership categories
Operator membership is open to any operator of a network based on a 3GPP standard (GSM, 3G, HSPA, LTE).
Two types of operator membership are available.
- Operator Members
- Associate Operator Members
Manufacturer membership is open to companies producing complete terminals that are marketed under a brand name they own. Manufacturer Members have full voting rights.
Observer membership is open to any company that has a genuine interest in 3GPP mobile devices. Observer Members typically include software and application developers, suppliers of components used by Manufacturer Members, test equipment manufacturers and test laboratories. Observers do not have voting rights.
All members may contribute to the debate on which technologies are included in the Certification Programme across a range of areas – test criteria, test tools and test cases for new technologies.

- Common, relevant test requirements defined by the industry to meet market needs
- Best practice to ensure consistency of testing worldwide
- Avoidance of unnecessary duplication of interoperability, compatibility and functionality testing
- Fast adoption of new technologies into certification to ensure interoperability
- A consistent certification scheme across mobile phones and wireless devices of all types including handsets, PDAs, wireless broadband data cards, USB dongles, embedded modules for PCs, consumer electronic products and M2M devices used in automotive, medical, metering and other applications.
